MS. PERINO: Hello, everyone. A special day here because our very own Terry Hunt came back for his last briefing, thankfully. We miss you very much. I'm glad you're here. Now that you're a big economic expert, I'm sure I'm in for a grilling -- (laughter) -- on that topic.

MR. FRATTO: Good morning, everyone. You should have -- we just released a statement by the President on the economy, and it just should be hitting your boxes right now. And just to summarize what the President says: He notes that we are, of course, in the midst of a global financial crisis and tight credit markets, and this is having an impact on our economy and the global economy, and obviously on job creation. And what we're focused on here are the aggressive actions that we're taking to deal with the problems in the economy. He notes that in the weeks ahead we'll continue to implement the programs we have and work to return our economy to growth and job creation.

MS. PERINO: Hi, everyone. I've got a couple of announcements for you. Just a reminder, in case you hadn't seen it, on September 9th, the President announced that as a result of security gains in Iraq, that he would continue the policy of "return on success," reducing American combat forces in Iraq as conditions on the ground continue to improve. Because of those continued improvements that have been proceeding at a very steady pace, violence is way down. And because the Iraqi security forces are growing in strength and numbers and competence and confidence every day, one of the brigades the President talked about on September 9th will be able to come home several weeks earlier than planned. U.S. soldiers from the 2nd Brigade Combat Team, the 101st Airborne Division, currently serving in Baghdad, will redeploy to Fort Campbell, Kentucky, in November. So they'll be home before the holidays. They were originally on a 15-month tour. That has been reduced to 13 months, and I'm sure those soldiers and families are excited.

This visit is similar to the ones the President has done at the CIA, at the State Department and at other places. I expect he'll be doing that as much as he possibly can between now and the end.

I'll have an update for you on the economic issue -- issues in just a moment, but first let me just remind you that today, in about half an hour, the President will meet with President Ellen Johnson Sirleaf, the President of Liberia, who he had a chance to see yesterday at the international development conference. This visit will provide an opportunity for the two leaders to discuss areas of ongoing cooperation, especially when it comes to Liberia's security sector, combating malaria, and improving the quality of education in Liberia. It's also an opportunity for the President to reinforce the United States' long-term commitment to assist Liberia in reconstruction and stabilization efforts.

MS. PERINO: Hello. One thing for you, before I take questions. Today, in about two hours, the President will make remarks at the White House Summit on International Development. It will be at the Ronald Reagan Building. The President will make the keynote address and that will focus on the administration's core principles that have transformed the U.S. approach to international development by linking assistance with results. And this approach is producing historic, life-saving results for millions around the globe, and many of you have been with us on trips where we've seen that firsthand.

MS. PERINO: Hello, happy Friday. A couple of things. Some of you may remember that during a visit to Estonia in November of 2006, the President announced a legislative initiative to extend the privilege of visa-free travel to the United States to the citizens of many of our closest friends and allies. Many of the changes the administration sought were enacted as part of the law that was passed, called The Implementing Recommendations of the 9/11 Commission Act Law of 2007. The President signed that about a year ago, in August 2007.

First of all, the President just left to attend briefings at the Pentagon. This is a routine visit for the President to go and sit with his team over there. There will be a meeting in the Tank and you can expect he'll hear about progress being made in defense transition.* I'm sure he'll talk about Afghanistan, Iraq and other issues that are upon us. But he's not expected to make any statements upon leaving there. At 2:45 p.m., we'll have the Detroit Red Wings here in the East Room.

On the economy, in addition to the regular G7 meetings this weekend, Secretary Paulson also announced yesterday that the G20 finance ministers and central bank governors will meet this weekend. The financial crisis we're dealing with is global, affecting major economies, emerging market economies and developing economies. And so this larger meeting of the G20 will be important in making sure that a broader group of nations are coordinated in addressing challenges to the global financial system.

So, of course, you have the news that Majority Leader Reid made on the Senate floor last night, after he and the Minority Leader, Mitch McConnell, Senator McConnell, were able to get unanimous consent to consider legislation this evening on the financial rescue package. As I say, obviously we greatly appreciate the leadership of both leaders to modify this bill and be able to bring it to the floor -- and to modify it in a way that we believe significantly improves the chances of ultimately being passed by both chambers and finding its way to the President's desk.

<itunes:summary>MS. PERINO: Good morning. Very busy day at the White House. I'm going to give you a couple of points. The President had a meeting with the President of Lebanon earlier that you were there for. He also signed the Americans With Disabilities Act of 1990 Amendments of 2008. He then met with the Orthodox Union Leadership to acknowledge the 110th anniversary of the Orthodox Union's founding, and wished the Jewish people a very happy New Year.</itunes:summary>

MS. PERINO: Good morning -- almost good afternoon. I have a quick statement for you. This morning you've heard from both the President and Secretary Paulson on the steps that are being taken to address the very serious concerns in our financial markets. As the President said, this is a pivotal moment for the U.S. economy. The President is concerned about the impact that the problems in the financial markets would have on all Americans, affecting their family finances and retirement accounts, their ability to get loans for homes, autos and educations, and for the ability of their workplaces to grow and create jobs.

MS. PERINO: Hello. You just heard from the President on the financial markets. Obviously that's priority number one here. But let me give you one other announcement for next week, a scheduling update, that President Bush looks forward to meeting with the new democratically elected President of Pakistan, Asif Ali Zardari, on Tuesday, September 23rd, in New York. The two leaders will discuss efforts to strengthen the bilateral relationship and build a long-term partnership based on common values. President Zardari, who carries on the legacy of former Prime Minister Benazir Bhutto, and President Bush are expected to focus on cooperation in combating terrorism, strengthening the economy, and fostering democracy in Pakistan.

He is also, this afternoon, going to be meeting with the President of Iraq, President Talabani. I expect them to discuss a number of important issues that are in front of the Iraqi parliament now, including the provincial elections law. They will also likely discuss the improved security situation on the ground, as well as the ongoing talks regarding the strategic framework agreement.

After 9/11, President Bush called on all Americans to serve their communities, their nation, and the world. In his 2002 State of the Union address he announced the creation of USA Freedom Corps, and also called for every American to commit at least two years -- which is 4,000 hours -- to the service of their neighbors and their nation.

You saw the employment report released this morning, the loss of 84,000 jobs and an increase in the unemployment rate to 6.1 percent. There's no question that the labor market is not as strong as we'd like and these were disappointing numbers. We want to see the economy return to job growth and we understand that this is a difficult time for many Americans. We want everyone who wants to work to be able to find a job.

MS. PERINO: Hello, everybody. A couple of things. The President is just finishing up a lunch right now with Prime Minister Gillani of Pakistan. They had a very good meeting -- I would describe it as a serious meeting -- one in which they spent most of the time talking about counterterrorism issues. The President reaffirmed his commitment to Pakistan for the aid that we provide. In addition, you will get a joint statement from the two leaders a little bit later this afternoon -- it's not quite ready yet.

We've been identifying resources and pre-positioning supplies in case they are needed after the landfall. In addition to recognizing our shared history and the great strides in democracy and human rights by Colombia under President Uribe, the President will also highlight the need for Congress to bring the Colombia free trade agreement to a vote. This trade agreement would bring economic benefits to the United States and would support an important strategic ally in the hemisphere.

MS. PERINO: One announcement. President Bush continues to call on the Senate to swiftly clear the pipeline of all pending nominations. Currently there are 394 nominations pending in the Senate. These nominations cumulatively represent more than 50,000 days of missed opportunity in roles that are critical to our nation's security and prosperity. Most of these nominations are for military promotions, career promotions, or non-controversial appointments whose terms expire at the end of this administration. And before leaving for its 4th of July recess the Senate should fulfill its constitutional obligations to provide these pending nominees a fair up or down vote. The President believes it's time for the Senate to finally judge the President's nominees by their qualifications and not by the political calendar.

MS. PERINO: A quick announcement: The President met this morning with a group of preeminent economists to highlight the passage of two tax cuts that have proven to help lift our economy out of recession in 2001, and following the economic slowdown after the 9/11 attacks. Those tax cuts led to a long period of economic growth and to the longest unbroken run of job growth on record, which was 52 consecutive months, and only recently ended when we started experiencing the slowdown in the housing market and in the high energy prices that we continue to experience.

The two leaders underscored the importance of the U.S.-Russia relationship, and they look forward to working together, with the recent Sochi agreement being used as a basis for future cooperation. They discussed briefly the recent 123 Agreement regarding nuclear energy that was signed last week in Moscow. And President Bush raised his concerns about the situation in Georgia, and hope that all sides were working to reduce tensions. The two Presidents said they look forward to seeing each other at the G8 in Japan.

MS. PERINO: Let me start off just with a couple of comments about the President welcoming Pope Benedict XVI to America today. Tomorrow in his remarks, the President will say to the Holy Father that millions of Americans have been praying for his visit. He will also say to the Holy Father that the nation he will visit is a nation of prayer that welcomes the faithful. He will tell him that the hearts of the American people are open to the Holy Father's message of hope. And he will hear from the President that America and the world need to hear his message that God is love, that human life is sacred, that we all must be guided by common moral law, and that we have responsibilities to care for our brothers and sisters in need at home and across the world.

MS. PERINO: The President this morning spent time in his Cabinet meeting talking about his ongoing concern about people who are suffering in the world, especially when it comes to those that are hungry. The United States is the largest food provider for emergency food needed in the world. In fiscal year 2007 we provided more than $2.1 billion of food aid, reaching tens of millions of people worldwide. We usually provide about 45 to 50 percent of all emergency food aid every year.

And then this morning I told you President Bush met with his National Security Council, including General Petraeus and Ambassador Crocker, who beamed in from Baghdad, regarding Iraq and their upcoming testimony in the way forward. He will be getting additional briefings on Wednesday, at the Pentagon, from the Joint Chiefs and Secretary Gates, among others. And that is all in the lead up to April 8th and 9th, when Ambassador Crocker and General Petraeus will provide Congress an update on Iraq.

As you may have seen, there is severe weather hampering the middle part of the country -- hammering the middle part of the country, I should say. The administration continues to monitor the severe weather in Missouri, Kansas, Illinois, and Texas. And FEMA has activated regional response coordination centers and it has liaisons working with the affected states.

MR. FRATTO: Good afternoon, everyone.	I have just a couple of quick announcements, and then we can get to questions. The Senate Foreign Relations Committee this morning voted out legislation to reauthorize the President's Emergency Plan for AIDS Relief. That's the PEPFAR program. The President, on his trip to Africa a few weeks ago, talked extensively of this program. We commend the Senate Foreign Relations Committee for moving this bill quickly, and certainly want to see it enacted into law so the President can sign it.	This is a wonderful program where American tax dollars and American ingenuity in how we designed this program are saving lots of lives in places like Africa and other PEPFAR focused countries. So we certainly want to see this move quickly.
